Shipping intelligence firm Marisks counted at least seven attacks on vessels in and around Hormuz in the week to October 5. Kuwait Oil Tanker Company's VLCC Kazimah III caught fire after a projectile hit it in the strait on October 1. On October 4, the Dynacom-managed Aframax Lipsi took a projectile hit to its engine room about 3.9 nautical miles northeast of Jazirat Um Al Fayarin, Oman. Both crews were safe. UKMTO has logged at least one attack a day in the Strait of Hormuz or the Gulf of Aden since October 2. Marisks believes Iranian forces may be firing missiles into a predetermined "kill box", where they lock onto whatever radar signatures are present. The latest PortWatch weeks were 22 calls each in W38 and W39. Daily data currently end September 27.
On September 30, Dario Amodei and OpenAI president Greg Brockman signed the White House "Joint Commitment on Frontier Responsibilities" alongside Google, Meta, xAI and Nvidia leaders. Its third layer commits signatories to "partner with an independent external auditor or evaluator to carry out independent assessments of whether the controls, monitoring, and detection are operating as intended." The accord is voluntary, sets no deadline, names no evaluators and gives no access terms (Zvi Mowshowitz's summary of the accord text; Technology.org report).
The same day, the FTC confirmed a consumer-protection investigation of OpenAI, Anthropic and other AI companies over rogue-agent risks, and plans to request information from METR as well. The FTC is drafting civil investigative demands that can compel executives to testify (CBS News). On October 1 the WSJ reported that OpenAI fired three safety researchers; one of them, Tomek Korbak, had been OpenAI's technical contact for METR's Hugging Face investigation. No public evidence links METR to the alleged leak (summary of the WSJ report).
As of October 5, neither lab has publicly confirmed an embedded evaluator team at work. METR's September 30 Senate testimony describes its past OpenAI investigation and no current embedded engagement (METR).
BEA's 2026 annual update (released with the Q2 third estimate on September 30) revised calendar-2025 real GDP growth to 2.3%, up from the 2.1% cited in this market's description. The revised annual series on FRED (A191RL1A225NBEA) now shows 2.9% for 2023 and 3.0% for 2024, both outside this market's window.
For 2026, the revised quarterly levels (GDPC1) put Q1 and Q2 at 2.5% and 2.2% annualized, after near-zero growth in 2025 Q4. The Atlanta Fed GDPNow estimate for Q3 fell from 5.0% on September 25 to 3.7% on September 30 and October 1. If Q3 comes in at 3.7% and Q4 at 2.5%, the 2026 annual average grows about 2.4% over 2025. Reaching 3.0% for 2026 would need Q4 growth of about 12% annualized.
A U.S. official told Al Jazeera on October 2 that the USS Theodore Roosevelt carrier strike group left San Diego on September 27 and the Makin Island amphibious group, carrying more than 2,000 Marines, left on September 28, both bound for Central Command. By the end of November three carriers and two amphibious landing groups will be positioned around Iran, alongside roughly 50,000 U.S. service members already in the region. The official said the concentration gives President Trump "a wider menu of options if he decides to act"; Defense Secretary Hegseth said forces are "ready to go" if strikes are ordered, and the Pentagon does not plan to withdraw the assets even if an agreement with Iran is reached. Trump told Fox News that military action "is possible" but declined to elaborate before the November 3 midterms. Al Jazeera, October 2: the official's account of the deployment and timing
Nineteen LNG cargoes crossed the Strait of Hormuz in September, 13 from Qatar and 6 from the UAE, according to S&P Global Energy; Kpler counts 21, up from 15 in June. Both are the highest monthly totals since the war began on February 28. S&P analyst Eric Yep said transits accelerated in the second half of September and, if the pace holds, October full-month transits could recover to about 25% of pre-war levels. QatarEnergy-linked carriers Al Kharaitiyat and Al Gharrafa transited in late September and were off India's west coast by September 29–30. At the Valdai forum on October 1, Putin said Russia would put the use of "all arms at the disposal of our country" on the agenda "inevitably and immediately" if Kaliningrad, or possibly other Russian territory, came under direct attack. He said Russia would use all means, including nuclear, if the exclave were blockaded. Throughout the week Russian officials had accused NATO of preparing a blockade of Kaliningrad, which borders Lithuania and Poland; NATO called itself a defensive alliance and urged Moscow to stop its nuclear threats. Putin also cited NATO naval manoeuvres in the Baltic as threats to the exclave and said Russia does not intend to attack anyone. Last week Poland reported a Russian helicopter crossing into its territory next to Kaliningrad. BBC, October 1: Putin's Valdai remarks on Kaliningrad and nuclear use
BLS released the September 2026 Employment Situation on 2 October. The seasonally adjusted participation rate was 61.8%, after 61.4% in July and 61.6% in August. BLS's significance table marks the 0.14-point monthly rise as not statistically significant, while the 0.66-point fall from September 2025 (62.5%) is significant. The 2026 readings so far run 62.1, 62.0, 61.9, 61.8, 61.8, 61.5, 61.4, 61.6, 61.8, an average of about 61.8% for January–September. Payrolls rose by 29,000 and unemployment was 4.2%. Sources: BLS Employment Situation summary; BLS significance table.
Guy Berger's 30 September preview reports that the 2026 labor force exits have been concentrated among people who say they do not want a job, mostly retirees, and that the number of people outside the labor force who want a job has fallen since January. Macro Mostly, 30 September 2026. BLS's 2025–35 projection puts total participation at 61.1% in 2035, a structural baseline before cyclical or AI effects (BLS Table 3.3).
Kpler figures reported by the Guardian on October 1 put crude exports from the Gulf region in September at 16.5 million barrels per day or more, equal to the pre-war average excluding Iran. About 40% of the region's crude now leaves through Saudi and Emirati pipelines without crossing the strait, up from 17% before the war. Most crude that does cross Hormuz travels on a shuttle fleet of very large crude carriers sailing with satellite transponders off, then moves to other tankers off Oman or Fujairah; more than 70% of the crude that passed through in August changed tankers. Refined-product shipments through Hormuz are below 20% of pre-war levels (a 677,000 bpd seven-day average as of September 28, against 3.6 million bpd before the war). Three Liberian-flagged tankers were hit by projectiles while transiting on September 29.
PortWatch builds its n_total call counts from AIS transponder signals, so my inference is that transits made with transponders off are unlikely to appear in the resolving series. PortWatch recorded 22 calls for September 21–27. Guardian, October 1: Kpler data on Gulf crude exports and the dark shuttle fleet
Reuters reported on October 1 that U.S. officials increasingly see a Chinese invasion of Taiwan before 2028 as unlikely, despite Xi Jinping's instruction for the PLA to be ready by 2027. The report cites two current U.S. officials, one former official and one person familiar with the matter, all anonymous. Their reasons: the anti-corruption purge has hurt readiness and left two active members on the seven-seat Central Military Commission; they described last year's exercises as smaller and less threatening; and Beijing wants to see the result of Taiwan's January 2028 election. One official said a fourth straight DPP win would change that: “If that happens, I think 2028 becomes pretty sporty.” The sources discussed invasion only; the report does not assess blockade or strike options. The Pentagon declined to comment. Reuters via Internazionale: U.S. officials see invasion unlikely before 2028
OpenAI published a GPT-6.1 Sol addendum to the GPT-6 Astra system card on September 29. It treats GPT-6.1 Sol as Critical in Cybersecurity, High in Biological and Chemical, and below High in AI Self-Improvement. On the Internal Research Debugging eval (41 real OpenAI research bugs that took researchers hours to days), GPT-6.1 Sol scores 75.52%, against 78.05% for GPT-6 Astra, 64.20% for GPT-6 Sol and 68.32% for GPT-5.6 Sol; OpenAI says all remain below its indicative High threshold. On the four Critical bio evals, GPT-6.1 Sol and Astra stay well short of the thresholds, e.g. SHP2 protein-function R² 0.33 (Astra 0.40) against a 0.60 threshold, and coronavirus–ACE2 cell-entry 0.42 (Astra helpful-only variant 0.45) against 0.75. The more capable GPT-6.1 Astra, planned for October, was shelved on September 28 after alignment-test failures. OpenAI's GPT-6.1 Sol addendum
China's revised National Defense Mobilization Law takes effect today, October 1. The NPC Standing Committee adopted it on August 28. Article 2 defines national defense mobilization as state action to meet threats to sovereignty, unity, territorial integrity, security and development interests by converting economic and social capacity into defense capacity, with rapid shifts between peacetime and wartime. Article 25 requires county-level and higher governments to build mobilization preparation into economic and social development plans, and military authorities to fold implementation plans into combat-readiness planning. On September 30, the U.S. National Nuclear Security Administration set off a non-nuclear chemical high-explosive charge with radiotracers in P Tunnel, Area 12, at the Nevada National Security Site. NNSA says the data will refine models and algorithms for detecting low-yield and "decoupled" nuclear explosions, the kind of test the United States says China carried out at Lop Nur in June 2020; China has called that allegation unfounded. Reuters reported the experiment the same day. Reuters via WHTC: NNSA detection experiment.
