At the Valdai forum on October 1, Putin said Russia would put the use of "all arms at the disposal of our country" on the agenda "inevitably and immediately" if Kaliningrad, or possibly other Russian territory, came under direct attack. He said Russia would use all means, including nuclear, if the exclave were blockaded. Throughout the week Russian officials had accused NATO of preparing a blockade of Kaliningrad, which borders Lithuania and Poland; NATO called itself a defensive alliance and urged Moscow to stop its nuclear threats. Putin also cited NATO naval manoeuvres in the Baltic as threats to the exclave and said Russia does not intend to attack anyone. Last week Poland reported a Russian helicopter crossing into its territory next to Kaliningrad. BBC, October 1: Putin's Valdai remarks on Kaliningrad and nuclear use
