At the Valdai forum on October 1, Putin said Russia would put the use of "all arms at the disposal of our country" on the agenda "inevitably and immediately" if Kaliningrad, or possibly other Russian territory, came under direct attack. He said Russia would use all means, including nuclear, if the exclave were blockaded. Throughout the week Russian officials had accused NATO of preparing a blockade of Kaliningrad, which borders Lithuania and Poland; NATO called itself a defensive alliance and urged Moscow to stop its nuclear threats. Putin also cited NATO naval manoeuvres in the Baltic as threats to the exclave and said Russia does not intend to attack anyone. Last week Poland reported a Russian helicopter crossing into its territory next to Kaliningrad. BBC, October 1: Putin's Valdai remarks on Kaliningrad and nuclear use

On September 30, the U.S. National Nuclear Security Administration set off a non-nuclear chemical high-explosive charge with radiotracers in P Tunnel, Area 12, at the Nevada National Security Site. NNSA says the data will refine models and algorithms for detecting low-yield and "decoupled" nuclear explosions, the kind of test the United States says China carried out at Lop Nur in June 2020; China has called that allegation unfounded. Reuters reported the experiment the same day. Reuters via WHTC: NNSA detection experiment.

A 17 September Science study led by researchers at Pusan National University and Chengdu University of Technology identified 1,399 earthquakes near North Korea’s Mount Mantap from 2008 to 2025. The authors report that activity began increasing about three weeks after the 3 September 2017 Punggye-ri nuclear test and warn that later seismicity may complicate identifying future explosions. RNZ’s “China nuclear test” headline concerns a nuclear-capable missile launch, not a reported weapon detonation. Article.
